Despite having a jobs framework and pay methodology in place, Organization X faced serious pain points: staff reported unfair recognition and promotions, jobs were poorly aligned to mission needs, pay practices lacked clear principles, and performance ratings were inflated. These gaps contributed to disengagement, inequity, and inefficiency, with the organization scoring only 46 out of 120 on the HR Maturity scale.
