AHRMIO’s Board

The Board normally meets at least twice yearly. It is responsible for the management and control of the affairs and property of the Association.

The purpose of the Board is to:

  • ensure that the Association achieves its mission and goals,
  • set policy and identify long-term and short-term goals to be implemented by the Executive Director,
  • ensure the necessary financial resources and leadership to support the Association. For further details please refer to Article 8 of the Statutes.

 

In accordance with the Statutes, there is a maximum of 10 Board members, including one who represents the Advisory Council. The current Board consists of 8 elected and 2 co-opted members.  The Board can co-opt from among AHRMIO members at any time for specific reasons. The term of office is normally 5 years.

Arturo Pagán

Arturo Pagán came into the field of Human Resources by luck… Starting out as a high school teacher, he then worked as a Senior Programme Officer with the Institute of International Education (IIE) on capacity development programmes for USAID-funded initiatives in Africa, Egypt, and Latin America merging his passion for learning with development work.  This experience helped him land a consultancy with human resources at IFAD in Rome, where he contributed to the functions of learning and development, performance management, and revising HR policies and procedures over a period of four years.  Arturo has worked at UNFPA for the last eight years, first as HR Specialist in the area of Performance Management and Career Development, and now as the Chief of the Learning and Career Management Branch.  In addition to learning and CD, Arturo has also worked on organizational development with the Cape Verde and Vietnam One UN countries, the contracting for assessment centres for the Rome-based agencies, at UNFPA, and for the RC System, and continues to work on improving performance management throughout the UN system by providing guidance to agencies and leading the Task Team on Performance Management for the UNCT.

Arturo holds a Certificate in Human Resource Management from Cornell University (eCornell), a Master’s Degree in International Affairs from George Washington University and a Master’s in Education from the University of Rochester.  Arturo is a member of AHRMIO, the Society for Human Resource Management (SHRM) and the American Society for Training and Development (ASTD).

Having participated in SHRM and ASTD Learning Events and Conferences, Arturo realized that while you learn a great deal from these conferences, there are aspects of work in international organizations that are so unique and different from government/public sector organizations, that they require a forum of their own.  AHRMIO provides the opportunity for cross-fertilization, networking, and an exploration of the latest trends in human resources that we can apply in our unique environment.  Arturo hopes to contribute to AHRMIO by exploring options to expand AHRMIO’s learning and certification programmes for HR professionals at various levels in International Organizations. 

Danijela Milic

Vice Chair, Human Resources Policies Officer, International Civil Service Commission (ICSC), United Nations, United States

Danijela Milic’s vast experience in the field of HR management and development has involved several roles within and outside the UN system over the past twenty years.

Danijela is currently serving as the HR Policy expert at the United Nations International Civil Service Commission (ICSC), responsible for a broad range of policies related to conditions of service of UN Common System staff working for 27 international organizations throughout the world. She is also the ICSC communications coordinator and focal point for multilingualism. Danijela is serving on the United Nations Mental Health and Well-Being Strategy (MHWS) Implementation Board and is a part of the MHWS team dedicated to improving mental health and wellbeing across the UN system by increasing awareness around healthy workplaces, reducing stigma and discrimination surrounding mental health, encouraging personnel to take action, ensuring equal access to resources, and championing mental health and wellbeing. Danijela is a writer and a poet; her poetry can be found in anthologies, electronic magazines and on web portals. She is the conceptual creator and editor of the first United Nations poetry book, “Sauti – Poems of Healing,” which contains a hundred poems in several different languages, including some of her own. A third volume of Sauti will be published in October 2024 celebrating the world mental health month. Danijela uses poetry to initiate dialogue and raise awareness about various social issues, contribute to the destigmatization of mental health, and other positive changes in society. She is one of the co-leaders of the New York chapter of the Women Informal Network (WIN-NY) at the United Nations and has co-authored the book “You Matter: How Women Reclaiming Their Power Are Changing The World”. 

Danijela’s previous roles included: HR Policy Adviser at UNFPA in New York, Chief of Human Resources at the Special Tribunal for Lebanon (STL) in The Hague and Beirut; Head of Human Resources Services at the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague; and Human Resources Manager at the Institute for Democracy and Electoral Assistance (IDEA) in Stockholm. Prior to joining the UN system in 2000, she also held various positions involving human resources and public policy in academia, US state government and the private sector.

Danijela considers herself a perpetual learner and holds a bachelor’s degree in Political Science and French Language, a master’s in Public Administration, and is a PhD candidate in Multi-Sector Communication at St. John’s University.  When she is not immersed in service to others, you might find her walking by the beach, writing, attending a performance, watching sunsets or cooking. Danijela lives between New York, the shores of Lake Geneva, and her native Montenegro.

José Lobo

Senior Legal Counsel, International Iberian Nanotechnology Laboratory

José Lobo is Senior Legal Counsel at the International Iberian Nanotechnology Laboratory (INL), an intergovernmental organization dedicated to R&D in the field of nanotechnology and nanosciences.

His was responsible for establishing the organization’s in-house legal function and, as such, the team which he is privileged to lead and work with is the primary source of legal advice for an organization that develops and promotes the exploitation of technological innovations through advanced expertise in Contract, Intellectual Property, Labor, Corporate, International and Commercial Law, and Litigation.

In this role, José has devised innovative solutions to complex problems and is an influential contributor to the organization’s strategic direction. He has a pivotal impact in enabling it to achieve its strategic intent through prudent recommendations that transcend the legal technicalities. 

José’s experience includes working on commercial, regulatory, corporate, litigation and policy matters and building an internal legal function that has been highly effective in enabling the organization to effectively managing contentious and complex issues. He ensures regulatory compliance while providing pragmatic and creative advice to facilitate continuous innovation and growth. 

José is also a partner on commercial contracts including technology agreements and provides strategic and proactive legal advice to internal groups to position the organization for the future. He also manages outside counsel to achieve regulatory and policy objectives.

José is also well equipped to advocate the organization’s positions and to represent it in high profile forums and events, and to formulate responses to political, social and economic developments and opportunities and to persuade senior decision maker levels.

Sabrina Depicker

Treasurer, Head of Human Resources & Agency Services Eurocontrol, Brussels

Sabrina Depicker is responsible for supporting the business by providing efficient, modern HR processes that boost productivity and motivation. She joined Eurocontrol as a manager on September 1st, 1992, beginning her duties in the field of pensions, then adding to that payroll and staff administration.

She has been part of the HR management team since 2003. After successfully leading a project to reform the formerly unbalanced Pension Scheme, Sabrina played a key role in designing the 2008 and 2016 Administrative Reforms, and successive revisions of the NMD and MUAC operational staff working conditions, developing strong relations with the social partners to achieve these and other changes through the social dialogue process.

In 2015, after a period leading rules and regulations, she became responsible for all HR services, a role that was expanded in April 2018 to encompass responsibility for three additional Agency services: Corporate Security, Facilities and SPP.

Prior to joining EUROCONTROL, she worked for the Belgian State and for two insurance companies, designing pension schemes, new pension product laws, fiscal tools, rationalized social security regimes and employees service conditions, and other major projects.

Sabrina has a degree in Mathematics, an Actuarial Ph.D., and a degree in fiscal sciences.

Olivier Fleurence

Division Chief, IMF, United States

Olivier Fleurence holds a PhD in international law from the University of Paris II and has been working in international organization for nearly twenty years in the area of HR. He started his career in Geneva with the Consultative Committee on Administrative Questions (CCAQ) dealing with HR issues faced by the UN Common System before moving to the International Atomic Energy Agency (IAEA) in Vienna. Since 2001, he has been working with the International Monetary Fund (IMF) in Washington, DC, where he currently is the Senior Personnel Manager in the Human Resources Department. A founding member of AHRMIO, Olivier wrote the statutes for the association when he was with the CCAQ in 1998 and has been involved with the association ever since. After serving as Legal Advisor to the Board for many years, he was elected as Chair in 2012. 

Edna Diez

Director, Performance Career and Learning, Human Resources, World Bank Group, United States

Edna Diez is a Leader in Business Transformation and Human Capital solutions, with over 20 years of domestic and international management and consulting experience, leading large-scale programs in HR Transformation, Talent Management, HR Shared Services, Technology Solutions and Organizational and Culture Change. She joined the Asian Development Bank in 2015 as Director, HR Policies and Programs, designing and delivering talent management solutions. Previously she was Chief of the Leadership and Employee Development Division, at the Interamerican Development Bank (IDB) leading human resources and institutional change programs. Before joining the IDB, Edna was the HR Service Center Manager at the World Bank in Washington DC. Previously, she was an Associate Partner and management consultant for IBM and PricewaterhouseCoopers, where she provided Business and HR transformation advice to global clients in the private and public sector, having worked in Europe, Asia, Latin-America and the United States. She is an economist from the University of Houston, TX and holds an MBA from the Catholic University of Leuven in Belgium.

Ingrid Lambert

Human Resources Director, Bioversity International, Italy

Ingrid Lambert is HR Director of Bioversity International, currently leading the full range of global HR activities including public policy review and development, performance management, staff development, rewards and recognition, recruitment and selection, employment conditions, compensation and entitlements and job classification for staff. Her specializations include: performance management systems and leading the implementation of large-scale change.

Ingrid’s has also held recent roles with the world’s largest global agricultural research organization, CGIAR. Ingrid is committed to contributing to the continuous development and evolution of the HR profession and inspirational leadership.

Katrina Sam

Director, Human Resources & Administration Department, Caribbean Development Bank, Barbados

Katrina Sam is the Director, Human Resources & Administration at the Caribbean Development Bank. In her current role, she provides strategic direction and leadership of all aspects of the Bank’s HR and Talent Management, including shaping the performance and development systems for all employees, designing and supporting the Bank’s talent frameworks which includes performance management, succession planning and workforce/human resource planning, whilst guiding and managing a wide range of Administrative services.

 Katrina’s career as a Human Resource Professional has spanned over 20 years, providing services to clients throughout the Caribbean region. She also acted in an advisory and a lead capacity on internal HR practices and programmes of one of the Big Four accounting firms, for nine years.

Gina Paone

Deputy Director, Human Resources Department, International Monetary Fund

Gina Paone currently holds the position of Deputy Director of Human Resources at the International Monetary Fund (IMF) in Washington, D.C. With over 13 years of dedicated service to the IMF, Gina has demonstrated a profound commitment to advancing the organization’s mission and objectives.

In her current role, Gina oversees various aspects of human resource management, including talent acquisition, employee relations, performance management, and organizational development. Prior to this, she served as Assistant Director within the Office of Innovation and Change, where she played a pivotal role in driving transformative initiatives to foster a culture of continuous improvement within the IMF.

Before joining the IMF, Gina held key leadership roles, including Advisor and Head of the Change Management Unit, where she led efforts to drive organizational change initiatives. 

Gina brings a wealth of experience from diverse sectors, including serving as Chief of the Learning and Performance Branch at the World Food Programme and as an Account Manager at Steelcase Canada Ltd.

In addition to her professional endeavors, Gina is deeply committed to academia, having served as a Supporting Faculty/Learning Group Advisor at Pepperdine Graziadio Business School. Her dedication to education underscores her passion for nurturing talent and fostering future leaders in the field of organizational development.

Gina holds a Master’s degree in Organizational Development from Pepperdine Graziadio Business School, reflecting her commitment to continuous learning and professional growth. With a proven track record of leadership excellence and a passion for driving organizational excellence, Gina continues to make significant contributions to the success and impact of the International Monetary Fund.
